Bottom Line: Supported developer during bidding, procurement, and development of a former military base for residential land use.
Summary of Project
The site is a former U.S. Marine Corps air station in Orange County, California. The station, designed for helicopter aviation and radar, was operated for more than 55 years and decommissioned in 1999. Two blimp hangars on site are designated National Civil Engineering Landmarks and are listed on the National Register of Historic Places. In addition to the infrastructure required for helicopter operations, the station housed thousands of military and civilian personnel. Over 1,200 acres of the former station are being redeveloped for residential, commercial, educational, and public uses.
- Provided residential developer client with support including evaluating liability during bid process and monitoring performance of cleanup during parcel redevelopment. Reviewed existing reports, coordinated with multi-party team members as well as the City of Tustin and U.S. Department of the Navy, and prioritized key environmental issues for the proposed redevelopment phases.
- Reviewed extensive available supporting data from the Navy and its consultants, created a database for identifying data gaps to be filled in for the redevelopment plan, attended Navy debriefing meetings with their consultants, and prepared a summary report of findings.
- Evaluated environmental approaches and issues; prepared alternative remedial approaches including scope, budget, and schedule; and prepared work plans.
- Implemented a soil sampling program to evaluate potential soil import sources to use for the parcel redevelopment. Identified four potential source areas for fill soil (25,000 up to 75,000 cubic yards); prepared sampling and analytical protocol specific to each of the areas; planned and scheduled sampling so that the flow of fill soil from each area would not be disrupted by sampling.
